Mother allegedly gave daughter away while buying drugs

MOORE, Okla. (KFOR) — A woman was arrested after she allegedly gave her 2-year-old to a man she was buying drugs from. Police are still looking for the child as she hasn’t been seen in two years.

Court documents explain the Department of Human Services started looking into the case in April 2023.

After questioning and investigation, Ashley Rowland was arrested by the Moore Police Department last week.

When DHS was asked to find the little girl, they weren’t able to find her or Rowland.

Eventually, they tracked her down at an address in a Moore neighborhood. Rowland told investigators her child “was with her father in Georgia.”

Officers later found that wasn’t true. When Rowland was questioned again, she gave a new explanation.

This time, she claimed she gave her daughter, who was two at the time, to a man named Carlos who she was buying methamphetamine from.

Rowland also claimed Carlos was the possible father, but wasn’t sure.

She admitted she was on drugs when she gave her daughter to Carlos. Court documents said Carlos told Rowland he was going back to Mexico.

Rowland said she hasn’t seen Carlos or her daughter since April 2022.

The little girl would be 5 years old now. Moore Police were unable to share any photos with us of the girl.

Rowland also couldn’t tell investigators anything that would help identify Carlos, including his last name or any identifiable features about him.

Now, Moore Police are doing everything they can to find the girl.

DHS couldn’t comment specifically on this case, but sent a statement as well.

Situations like those described in this affidavit are heartbreaking and unimaginable. Like the rest of the community, Oklahoma Human Services reels in concern for this child’s safety. While we are unable to discuss cases due to state and federal confidentiality statutes, the agency is grateful to our law enforcement partners for their continued work to find her and as they seek justice in her disappearance. We remain committed to supporting their efforts, however needed.
