Rosie O’Donnell’s troubled daughter Chelsea Belle O’Donnell’s home in Wisconsin looked rundown and surrounded by trash in photos taken by police before arresting her for child neglect.
In Touch obtained two exclusive photos taken by officers when they visited Chelsea’s home on September 10.
The first photo shows the front of the residence with a window screen on the ground. A garbage can be seen next to deflated car tires and a bunch of other debris.
Another shot of the front showed a refrigerator and various items of furniture near the side door.
As In Touch first reported, Chelsea, 27, called 911 and dispatch heard her arguing with a man.
The Marinette County Sheriff’s Office showed up at her home to find Chelsea with “dilated” pupils, according to the police report.
At the home, Chelsea admitted she had an argument with her boyfriend, Jacob Nelund. She also told the officers her 11-month-old son was inside the property. Police found a meth pipe with meth residue in Chelsea’s pocket.
Later, she turned over 18 grams of meth in a vial-type container and white pills to police. The officers said Jacob had a marijuana pipe on him and “dilated pupils.” Jacob told the police he shared the baby with Chelsea.
The police went inside the home to check on the baby. One officer said he could barely breathe due to how “disgusting” it was inside.
“The inside of the home was disgusting; throughout the house I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor.”
The officer continued, “The living conditions in the house were horrible. I searched in the bathroom and did not find anything of interest. I then assisted with searching that downstairs bedroom that was Chelsea’s and Jacob’s. Deputy Veriha had located a used meth pipe and a gem bag with meth in it.”
Inside the baby’s room, the police found several hypodermic needles.
“Some of the needles were used and had dried blood in them,” the police report noted. The report added, “Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles. In a clothes pile, I found a straw that had been cut off and burnt.”
Another officer wrote, “The overall appearance of the house inside and out was unkempt and filthy. I observed garbage scattered around the front yard along with random household items and appliances. Upon entering the residence, I smelled the strong odor of animal urine and feces.”
The police found the child in a crib near meth pipes and other drug paraphernalia. The police placed Chelsea under arrest on charges of possession of meth, maintaining a drug trafficking place, child neglect and various other counts. Chelsea was released on bond.
A couple of weeks later, on October 11, Chelsea was arrested for a second time after cops found meth on her after a traffic stop.
According to a police report, Chelsea was pulled over while driving with another man. An officer said Chelsea tried to throw a meth pipe into the river but it hit a fence and bounced back.
The officers also found needles in the center console of the car, but Chelsea denied they were hers.
Later, Chelsea removed a meth pipe and pills from her bag along with a “baggie of a crystalline substance I know to be Methamphetamine.” A hearing has been set for next month in both cases. Jail records do not show Chelsea having been released following her second arrest.
Rosie, 62, and her ex-wife Kelli Carpenter adopted Chelsea when she was a baby.
Back in 2015, Rosie pleaded for help after 17-year-old Chelsea went missing. She was located by police a week later at a 25-year-old man’s home.
Rosie’s rep said that Chelsea had mental health issues and stopped taking her medicine. At the time, Chelsea denied Rosie’s claims.
The two eventually reconciled and were spotted together in 2016. When she turned 18, Chelsea moved to Wisconsin to live with her biological mother.
Chelsea married a man named Nicholas Alliegro in October 2016. The couple split in 2018. Chelsea has four children: daughter Skylar Rose, born in December 2018, daughter Riley, born January 2021, daughter Avery Lynn, born in February 2022 and son Atlas, born in October 2023.
