Redding police arrested seven people at a home in the 2700 block of Henderson Road on Thursday following numerous complaints about drug activity, fire hazards and concerns over a large number of dogs on the property.
Officers executing a search warrant at the residence in Redding, near the Nur Pon Open Space, said they found unpermitted construction, unsafe living conditions, trespassing and a significant quantity of drug paraphernalia.
The property is owned by a 75-year-old woman, who police said they would not identify “due to her status as a victim of elder abuse.”
Police said their investigation found that three men — Paul Cairns, 45, of Redding; Nai Saechao, 54, of Redding; and Michael Scott, 62, of Redding — had been living in the main house with the older woman for several years, and police accused them of taking advantage of her financially.

Cairns, Saechao and Scott were booked on suspicion of causing injury of an elder/dependent adult and burglary, according to the Shasta County Jail’s inmate lookup listing. As of Thursday evening, they were being held at the jail, each on $25,000 bail.
As officers arrived on Thursday, four other people tried to leave the property, but were detained and arrested on suspicion of drug-related offenses, police said.
Police identified them as Justin Palimino, 41, of Redding; Kelly Schofield, 20, of Redding; Daniel Waldrop, 47, of Redding; and Jason Rupe, 44, of Redding. They, too, were booked into the Shasta County Jail, according to police.
Redding arson investigators addressed the fire hazards caused by the dilapidated structures and large amounts of rubbish while Redding Code Enforcement officers “addressed the unsanitary conditions, along with the unpermitted construction.”
In addition, Redding Animal Control seized more than 15 neglected dogs, police said.
